Other States offering Job Placement Without Residency

Several states in the U.S. have created pathways for international medical graduates (IMGs) to practice medicine without completing U.S. residency. These opportunities are designed to address physician shortages, particularly in underserved areas, while allowing IMGs to gain valuable clinical experience.

Explore the options available in Colorado, Idaho, and Iowa, where you can obtain provisional or re-entry licensure and contribute to healthcare systems across the country.

Colorado

Colorado offers re-entry licenses to IMGs who meet board evaluations and complete designated educational programs. This opportunity enables medical graduates to resume their clinical careers in the U.S. after meeting the state's licensure standards.

Idaho

Idaho provides provisional licensure for IMGs who complete 500 hours of supervised clinical experience in the state. This program allows medical graduates to practice under supervision while meeting the state's licensing requirements.

Iowa

Starting in early 2025, Iowa will grant provisional licensure to IMGs who have five years of practice in their home country. After three years of supervised practice, graduates can transition to full licensure, allowing them to practice independently within the state.
These pathways offer a unique chance for IMGs to begin their careers in the U.S., with structured support and the opportunity to grow into full licensure.

California

California still requires U.S. residency training to get a state license. However, under special circumstances, this requirement can be waived through the Special Permits Pathway.

Requirements

  • Graduate from a U.S., Canadian, or an international medical school approved by the Board under Business and Professions Code (BPC) section 2084.
  • Complete 12 months of board-approved postgraduate training if graduated from a U.S. or Canadian medical school, or 24 months if graduated from an international medical school.
  • Pass all required examinations.
  • Obtain an independent clinical evaluation of your ability to practice medicine safely as a condition for receiving a Limited Practice License (LPL), as per BPC section 2088 & California Code of Regulations (CCR) section 1315.50.

Massachusetts

The Limited License in Massachusetts is designed for medical graduates who are participating in an accredited postgraduate medical education program, such as an internship, residency, or fellowship, within the state. This license allows practice only under the supervision of the training program and must be renewed annually for the duration of the program. Once the training is complete, graduates must apply for a full medical license to practice independently.

Requirements

  • Must have graduated from an accredited medical school (U.S. or foreign).
  • Must be accepted into an accredited postgraduate training program in Massachusetts.
  • Foreign graduates typically need to pass the Educational Commission for Foreign Medical Graduates (ECFMG) certification.
  • The license only allows practice within the training program and does not permit independent practice.
  • After completing the training, graduates must apply for a full medical license to practice independently.
  • Massachusetts offers a streamlined process for upgrading to a full medical license once all requirements are met.
